Navigating Industry Change: The PHMSA Leak Detection Mandate

Under impending regulations from the Pipeline and Hazardous Materials Safety Administration (PHMSA), as of October 1st, 2024, pipeline operators across the U.S. will be required to embrace change.

As mandated by 49 CFR 195.134, hazardous liquid pipelines transporting single-phase liquid pipelines constructed before October 1st, 2019, must be equipped with effective leak detection systems.

§ 195.134 Leak Detection

A. – Scope: This section applies to each liquid pipeline transporting liquid in single phase (without gas in the liquid).

B. – General:

  1. For each pipeline constructed prior to October 1, 2019. Each pipeline must have a system for detecting leaks that complies with the requirements in § 195.444 by October 1, 2024.
  1. For each pipeline constructed on or after October 1, 2019. Each pipeline must have a system for detecting leaks that complies with the requirements in § 195.444 by October 1, 2020.

C. – CPM Leak Detection Systems: A new computational pipeline monitoring (CPM) leak detection system or replaced component of an existing CPM system must be designed in accordance with the requirements in section 4.2 of API RP 1130 (incorporated by reference, see § 195.3) and any other applicable design criteria in that standard.

D. – Exception: The requirements of paragraph (b) of this section do not apply to offshore gathering or regulated rural gathering lines.

With less than six months left, pipeline operators in the United States must act swiftly to prepare and ensure compliance, safety, and operational efficiency for all their pipelines and sites.

PipeGuard, our cutting-edge solution, guarantees operators unmatched peace of mind. By implementing PipeGuard, our clients know that any unexpected pipeline leaks – regardless of the cause – are promptly detected and precisely located thanks to the system’s 24/7 monitoring, reducing the impact of these leaks.

Distributed via our easy-to-use pipeline mapping system, users are notified without the risk of false positives. Our client interface can be readily deployed to suit the most exacting of cyber-security requirements while being flexible enough to provide operation-wide near real-time notification of pipeline operational events via text, email, web-based application, and SCADA interface.
